Your baby is not too young to have a book shelf dedicated to them. At an early age they can interact with books; mouthing the hard board books, stacking them, and pulling them out of the bottom shelf are great fun for the wee ones.  As the babies grow to be toddlers, this shelf will be their comfy spot for the emerging reader right around the corner.
